Yes the reference in Rev. 16 takes place during the bowl judgments also known as the Great Tribulation. What’s happening today is the result of drought, poor water management, and one country’s disregard for the rights of downstream users. It has been a reoccurring problem for decades. I first read a National Geographic article on this problem over 20 years ago. While the current situation does not fulfill Rev. 16, it does show how such a thing could happen.
