Concerning Joel 3:14, “Multitudes, multitudes in the valley of decision!….” What is it “they” are deciding?

In Joel 3:1-3 the Lord spoke of bringing all the nations to the valley of Jehoshaphat. There He will judge the gentile tribulation survivors at the beginning of Israel’s Kingdom Age, aka the Millennium, concerning the way they’ve treated Israel. Jesus was referring to this in his teaching on the sheep and goat judgment (Matt. 25:31-46). It’s called the valley of decision in verse 14 because it’s where He will decide their eternal destiny. Comparing Joel 3:15 with Matt. 24:29 confirms that the timing will be after the end of the Great Tribulation.
