In Mathew 19:28-30 it seems like Jesus promised Judas a throne. Jesus never lies so is There an explanation as to why Jesus said this to them?

In Matt. 19:28-30 Jesus said the disciples who followed Him would sit on 12 thrones judging the 12 tribes of Israel.
In John 17:12 He said He didn’t lose any of them except the one doomed to destruction, so that the Scripture would be fulfilled. This was a reference to Judas. As early as John 6:70 Jesus indicated that one of the 12 was a devil.
Therefore, I believe someone else will be joining the 11 remaining disciples on those thrones, since from the beginning Judas was not a true follower of Jesus. I think Paul is the most likely candidate.
