In Genesis 4:13 Cain says to God, “whoever finds me will kill me.” Who exactly was Cain talking about?

Adam and Eve were the first human family. Genesis 5:4 tells us they had other sons and daughters besides Cain and Abel. Later in the Bible we learn that before there were organized governments with law enforcement functions, it was the responsibility of a murdered person’s next of kin to hunt down the killer and take his life to avenge the murder. Cain’s brothers would have been the only ones with a desire to take his life.
