Why would God need to send ” a powerful delusion” to men that are already unbelieving and delighting in wickedness. What am I missing?

From 2 Thes. 2:12 we can see that He sends them a powerful delusion to seal their fate. Because of it they will become utterly convinced that the anti-Christ is their god and will not be dissuaded from following him.
Rev. 9:20-21 tells us that even in the face of God’s powerful acts of judgment they will refuse to repent and turn to Him.
