Do Timothy and Titus teach that a divorced man is unqualified to be a pastor?

In 1 Timothy 3:2,12 and Titus 1:6 Paul said elders and deacons should be husbands of but one wife. Most scholars interpret this to mean a person who has never been divorced. Overseers, elders, and pastors are equivalent terms, so pastors would be expected to meet these qualifications as well.
