And the Lord said, “Because the outcry against Sodom and Gomorrah is great, and because their sin is very grave, I will go down now and see whether they have done altogether according to the outcry against it that has come to Me; and if not, I will know.” Who is making this outcry?
The Bible does not make this known to us. One theory from Hebrew tradition holds that the Lord appointed angels He called “watchers” to report on the activities of men. Why God, who is all knowing and all seeing, would need such assistance is unclear.
Another theory is that the prayers of righteous people, especially Lot, are the source of this outcry. This makes more sense from a Biblical perspective. Peter called Lot a righteous man who was tormented by the lawless deeds he saw and heard in Sodom (2 Peter 2:6-8) .
