A. The Bible does not make this known to us. One theory from Hebrew tradition holds that the Lord appointed angels He called “watchers” to report on the activities of men. Why God, who is all knowing and all seeing, would need such assistance is unclear.
Another theory is that the prayers of righteous people, especially Lot, are the source of this outcry. This makes more sense from a Biblical perspective. Peter called Lot a righteous man who was tormented by the lawless deeds he saw and heard in Sodom (2 Peter 2:6-8) .
